Which entry regime applies to you: the passport decision tree

Short answer
Your Ukraine entry regime is determined by citizenship, in a fixed order. Step one: check the official MFA entry-regime table — 83 countries enter visa-free, most for 90 days in any 180, some with special limits or conditions. Step two: if not visa-free, check e-Visa eligibility — 41 countries in the table's derived list, confirmed per passport by the official form; the e-Visa gives up to 30 days, single or double entry. Step three: neither list means the consular visa route, which serves any citizenship. The regime is fixed per passport — you do not choose between visa-free and the e-Visa, you discover which one is yours.

Step 3consular visa — any citizenship

One passport, one regime

There is no choosing between regimes — each citizenship already has its answer, set by the official MFA entry-regime table ↗ ↗. The decision is a lookup, done in order. Dual citizens hold one lookup per passport — that special case is here.

Step 1 — are you visa-free?

Check the full visa-free list: citizens of 83 countries enter without any visa, most under the 90/180 rule, some with different limits or conditions — and count your allowance with the calculator if you have travelled recently. Visa-free still means documents at the border and insurance with war-risk cover.

Step 2 — if not: are you e-Visa eligible?

If your country is not on the visa-free list, check the e-Visa eligible countries — and confirm with the official form, which answers per passport for today. The e-Visa is an online instrument: up to 30 days, single or double entry, six purposes. Travellers approaching from the e-Visa side ask this same question in reverse — that mirror view is here.

Step 3 — if neither: the consular visa

No visa-free row, no e-Visa eligibility — the consular visa is the route, and it serves any citizenship: who needs it and the document checklist. It is also the route when your *trip* outgrows the short-stay regimes, whatever your passport: work, volunteering, long stays.

The regime does not change the constants

Whichever step answered for you: the passport must be valid and match your row's conditions, the stay must fit your regime's limit, and every day needs insurance with the war-risk element. The regime decides the paperwork before the trip — not the requirements during it.

Frequently asked questions

How do I find out which Ukraine entry regime applies to me?+

By citizenship, in order: check the visa-free list (83 countries per the official MFA table), then e-Visa eligibility, then the consular visa. Each passport lands on exactly one.

Can I pick the e-Visa even if I am visa-free?+

The regimes do not overlap — a visa-free passport has no e-Visa track to apply on, and would gain nothing from it.

What does the e-Visa give if I am eligible?+

An online-issued visa for a stay of up to 30 days, in single-entry or double-entry format, across six defined purposes.

What if my country is on neither list?+

The consular visa route — it serves any citizenship and also covers long-stay purposes no short-stay regime can.

Do dual citizens get two regimes?+

Each passport has its own regime — which one you travel on matters. See our dedicated guide for dual citizens.
